UKL-UPL (Environmental Management and Monitoring Efforts)
In conducting a business and/or activity, every business operator is required to obtain the necessary permits, one of which is the Environmental Approval. This approval can be acquired after preparing environmental documents appropriate to the type of activity being carried out. Certain activities require an Environmental Impact Assessment (AMDAL), while others only require the preparation of UKL-UPL documents.
To ensure the UKL-UPL preparation process runs efficiently and on schedule, business operators are encouraged to engage the services of professional environmental consultants.
According to Government Regulation of the Republic of Indonesia Number 22 of 2021, Article 1 Paragraph 6, Environmental Management Efforts (UKL) and Environmental Monitoring Efforts (UPL) refer to a series of standardized actions aimed at managing and monitoring environmental impacts. UKL-UPL (Upaya Pengelolaan dan Pemantauan Lingkungan)
Dalam menjalankan suatu usaha dan/atau kegiatan, setiap pelaku usaha diwajibkan untuk memiliki perizinan, salah satunya adalah Persetujuan Lingkungan. Persetujuan ini dapat diperoleh setelah menyusun dokumen lingkungan sesuai dengan jenis kegiatan yang dilakukan. Beberapa jenis kegiatan diwajibkan menyusun dokumen AMDAL, sementara kegiatan lainnya cukup dengan dokumen UKL-UPL.
Agar penyusunan UKL-UPL berjalan lebih efektif dan sesuai waktu yang ditentukan, pelaku usaha disarankan untuk memanfaatkan jasa konsultan lingkungan.
Berdasarkan Peraturan Pemerintah Republik Indonesia Nomor 22 Tahun 2021 Pasal 1 Ayat 6, Upaya Pengelolaan Lingkungan Hidup (UKL) dan Upaya Pemantauan Lingkungan Hidup (UPL) merupakan rangkaian aktivitas yang berfungsi sebagai standar pengelolaan dan pemantauan lingkungan hidup. Penyusunan UKL-UPL dilakukan sesuai dengan dasar hukum yang berlaku dan menjadi dasar bagi Pemerintah, Pemrakarsa, maupun masyarakat untuk melaksanakan pengelolaan dan pemantauan lingkungan hidup. Berapa peraturan tersebut meliputi:
Tujuan: Menilai potensi dampak terhadap lingkungan hidup dan sosial dari suatu rencana usaha dan/atau kegiatan, serta mengidentifikasi berbagai risiko yang mungkin timbul.
